In August 2023, 2,116 voters, members of the Hapoel Usishkin Tel Aviv association, approved the contract agreements between the association and businessmen Ofer Yanai and Avi Zaidenberg, with a majority of 86.81%.
After the agreements were approved, a management company was established for Hapoel Tel Aviv, in which Ofer Yannay was the controlling owner with 51%, Avi Zeidenberg owned 30%, and the fans association owned 19%.
In July 2024, Ofer Yannay purchased Zeidenberg's share, and his share increased to 81%.
